Domestic mail matter includes matter de- 
posited in the mails for local delivery or for 
transmission from one place to another within 
the United States, or to, or from, or between 
the possessions of the U. S. and is divided into 
four classes. 

First Class includes all letters, postal and 
post cards, and all matter wholly or partly in 
writing except authorized additions to second- 
third-, and fourth-class mail. (Example: A 
single invoice may be included or a letter may be 
enclosed if parcel is endorsed "First Class Mail 
Enclosed", and the proper amount of postage is 
affixed to the outer wrapper of the parcel, and 
still retain the 4th class rates). Typewritten 
work and carbon copies are first-class matter. 

First class mail may be registered or sent 
C. O. D. but cannot be insured. 

Letters and other first-class matter as de- 
scribed above, 5c for each ounce or fraction 
thereof. 

Drop Letters mailed for delivery at the office 
where deposited and where carrier delivery 
service has not been established, 4c for each 
ounce or fraction thereof. 

Postal Card, Private Mailing or Post 
Cards within government size limits, written or 
printed, (get ruling on over and under sizes) 
4c each. 

SECOND CLASS (transient). Complete 
copies of newspapers or periodicals, entered at 
Post Office as second class matter, when mailed 
by other than publishers, regardless of weight 
or distance. 4 cents for first 2 oz. and 1 cent for 
each additional oz. or parcel post rate if cheaper. 

Second class matter may be registered but 
cannot be insured or sent C. O. D. 

THIRD CLASS includes circulars, and other 
matter wholly in print, (except second class 
publications), proof sheets, corrected proof 
sheets and manuscripts accompanying same, 
merchandise (including 'farm and factory prod- 
ucts) and all other mailable matter not in- 
cluded in the first, or second classes. Weight 
limit of this class: up to but not including 16 oz. 
4c for first 2 oz., 2c for each additional ounce. 
16 oz. or over the fourth class (Parcel Post) 
rates apply. 

Books and catalogs having 24 pages or more 
(at least 22 of which are printed), seeds, cut- 
tings, bulbs, roots, scions, and plants (up to 
16 ounces), same as above. 

Exception: Reduced rates on bulk mailings 
upon approved application and payment of 
$30.00 Bulk Mailing Fee. (Sec. 134.42 P.M.). 

Third class matter may be registered or in- 
sured or sent C. O. D. 

For registery rates apply to your postmaster. 

Restricted delivery on registered or insured 
articles, if desired. 50c additional. 

RETURN RECEIPTS requested at time of 
mailing 10 cents, after mailing 25 cents, at time 
of mailing showing address where delivered 
35 cents. Return receipts shall be obtained 
for parcels insured at the minimum fee of 10c. 



FOURTH CLASS (Parcel Post) must weigh 
16 oz. or over; includes books, circulars and 
other matter wholly in print, proof sheets, cor- 
rected proof sheets and manuscript copy accom- 
panying same, merchandise (including farm and 
factory products), and all other mailable matter 
not included in the 1st, 2nd and 3rd classes. For 
size and weight limitations see your postmaster. 

Parcels containing fourth-class matter (par- 
cel post) are mailable only at post office, branch 
post offices and lettered, named or numbered 
stations. 

Parcels must bear the return card of the 
sender otherwise they will not be accepted for 
mailing. 

Fourth-class matter may be insured or sent 
C. O. D. up to a maximum of £200 (per parcel).

The sender of a C. O. D. article will not be 
notified of non-delivery unless the article is en- 
dorsed to show that a notice is desired. A fee of

1st class C. O. D. articles may be registered. 
The regular registered mail fees apply plus a col- 
lection charge of 40 cents. The mail must con- 
form with other registered mail requirements 
and also with requirements governing prepara- 
tion for C. O. D. service. 



It should be borne in mind that, in no case, 
can the collections on any C. O. D. article ex- 
ceed 3200; however, indemnity protection 
(against loss, rifling, or damage) in excess of 
3200, can be procured by the prepayment of 
combination C. O. D. Registry fees (in addition 
to regular 1st class postage, etc.) up to the 
regular registry limit of 31,000 by payment of a 
higher fee.

Mark envelope or wrappers "Special Deliv- 
ery" or "Special Handling," as the case may be 
and add below an inscription to indicate the 
fee paid for the special service, in this manner: 
"Fee Paid cents." 

Use distinctive "Special Delivery" or "Spec- 
ial Handling" stamps if obtainable. 

AIR MAIL — (Domestic) limit 8 ounces. 8 
cents per oz. or fraction, including all U. S. pos- 
sessions, A.P.O.'s, F.P.O.s, Canada and Mexico. 

An air rate of 6 cents each is applicable to 
postal cards, private mailing or post cards con- 
forming to the conditions prescribed by the 
Postal Laws and Regulations. 

Air mail weighing more than 8 ounces is 
subject to the zone rates and conditions pre- 
scribed for Air Parcel Post Service. 

Weight limit 70 lbs. 

To the Armed Forces overseas the rate of 
postage is 8c for each ounce or fraction thereof 
up to and including 8 ounces. The rate of 80c 
for the first pound (over 8 oz. to 1 pound) and 
80c for each additional pound or fraction there- 
of shall apply, plus 8c each piece. Limit of weight. 
See your postmaster. 

This figure includes all transportation to and 
from the various routes which now reach direct 
ly or indirectly, most of the important cities in 
the country. 

Although Air Mail is used mainly for letters, 
any mailable matter up to 70 pounds in weight 
and not exceeding 100 inches in length and 
girth combined, may be carried (excepting such 
articles as are subject to damage by freezing). 

In order that air mail may be quickly recog- 
nized and identified, the P. O. Department 
urges the use of distinctive Air Mail stamps, 
and distinctive Air Mail envelopes (with hori- 
zontal red, white and blue stripes or alternate 
red, white and blue parallelogram borders) or 
similarly striped labels. 

If ordinary envelopes are used, it is recom- 
mended that two horizontal blue lines be drawn 
across the envelope, about \}/% inch from the 
top. Envelopes must be prominently marked 
"VIA AIR MAIL"; parcels, may be sent as 
Insured or C. O. D. if otherwise conforming to 
third or fourth class requirements. 

All Air Mail may be registered. 



FOREIGN MAIL MATTER 
LETTER AND CARD POSTAGE 

LETTERS: 4 cents per ounce or fraction 
thereof. POST CARDS: Single 4 cents; double 
8 cents to the following U. S. Possessions: 

Canal Zone, Canton Island, Caroline Islands, 
Guam, Territory of Manua (U. S. Samoa), 
Mariana Islands, Marshall Islands, Midway 
Island, Porto Rico, Samoa, U.S. St. Croix, St. 
Thomas, Tutuila (U. S. Samoa), Virgin Islands 
U. S. 

LETTERS: All countries except Canada 
and Mexico — 11c first ounce; 7c each additional 
ounce or fraction. Canada and Mexico — 5c per 
ounce or fraction. 

POST CARDS: All countries except Canada 
and Mexico — 7c single; 14c double. Canada 
and Mexico — 4c single; 8c double. 

(Note: Picture and souvenir post cards, with- 
out a message other than a greeting of not more 
than 5 words, may be sent at the printed matter 
rate of: To Canada and Mexico — 4c first 2 ozs. 
2c each additional oz. To other countries — 
5c first 2 ozs., 3c each additional 2 ozs. or frac- 
tion). 

Registration: Applicable, if desired, to all 
letters and articles in the regular mails to all 
foreign countries (parcel post regulations re- 
stricted in some instances).

countries mentioned above, it may be used on all 
regular mails, excepting parcel post. Special De- 
livery fees on Canada up to 2 lbs. 30 cents, over 
2 lbs. up to 10 lbs. 45 cents, over 10 lbs. 60 cents.

Principals are responsible for the acts of their 
agents. 

Contracts made on Sunday cannot be en- 
forced. Written contracts concerning land 
must be under seal. 

Notes do not bear interest unless it is so 
stated. 

If a note is lost or stolen, the maker is not re- 
leased if the consideration and amount can be 
proved. 

Demand notes are payable when presented, 
without grace, and bear legal interest after a 
demand, if not so written. 

An endorser on a demand note can be held 
only for a limited time, variable in different 
states. 

To be negotiable a note must either be made 
payable to bearer or be properly endorsed by 
the person to whose order it is made. 

If the endorser desires to avoid responsibility, 
he can endorse "without recourse." 

Notes becoming due on Sunday or a legal 
holiday are, as a rule, payable on the day fol- 
lowing. 

A note made on Sunday, or one dated ahead 
of ito issue, is void, but it may be dated back. 

If a note is altered in any way by the holder 
it becomes void. 

A note made by a minor is void in some States 
and is voidable on judicial decision in others. 

A contract with a minor or a lunatic is void. 



If a note is not paid when due, the endorsers, 
if any, should be legally notified to be holden. 

A note obtained by fraud or given by an in- 
toxicated person cannot be collected. 

It is a fraud to conceal a fraud. 

Signatures with a lead pencil are good in law. 

The acts of one partner bind the others. 

Each individual in a partnership is respon- 
sible for all the debts of the firm except in the 
case of a special partnership. 

The word "limited" in connection with firm 
names indicates a limitation of responsibility 
for each member. 

An agreement without consideration of value 
is void. 

"Value received" should be written in a note, 
but it is not necessary. When not written, it is 
presumed by law or may be shown by proof. 

A consideration is not sufficient in law if it is 
illegal in its nature. 

An endorser of a note is exempt from liability 
if not served with a notice of its dishonor within 
24 hours of its non-payment. 

If a letter containing notice of protest of 
non-payment be put into the Post Office, any 
miscarriage does not affect the party giving 
notice. 

Notice of protest may be sent either to the 
place of business or residence of the party 
notified. 

A receipt for money is not legally conclusive.

Congress must meet at least once a year. 
Congress may admit as many new States as 
desired. 

One State cannot undo the act of another. 

By the constitution every citizen is guaran- 
teed a speedy trial by jury. 

A power which is vested in Congress alone 
cannot be exercised by a State. 

One State must respect the legal decisions 
and laws of another. 

Congress cannot pass a law to punish for a 
crime already committed. 

A person who commits a felony in one State 
cannot find refuge in another. 

Bills for revenue can originate only in the 
House of Representatives, but the Senate may 
propose or concur with amendments. 

Treaties with foreign powers are made by the 
President and ratified by the Senate. 

The territories each have a delegate to Con- 
gress who is allowed the privilege of debate, but 
not the right to vote. 

The Vice-President, who ex-officio presides 
over the Senate, has no vote in that body except 
in case of a tie ballot. 

If the President holds a bill longer than ten 
days while Congress is in session it becomes a 
law without his signature. 



An act of Congress cannot become a law over 
the President's veto except on a two-thirds vote 
of both Houses. 

The House of Representatives may impeach 
the President for any crime, but the Senate has 
the sole power to try all impeachments. 

An officer of the United States Government is 
not permitted to accept any title of nobility, 
order of honor, except with the permission of 
Congress. 

Amendments to the Constitution of the 
United States require a two-thirds vote of each 
House of Congress, and must be ratified by at 
least three-fourths of the States. 

The President of the United States must be at 
least 35 years of age; a Senator, 30; a Congress- 
man, 25. The President must have been a resi- 
dent within the United States fourteen years. 

A naturalized citizen is not eligible to the 
office of President of the United States. A male 
child born in a foreign land to American parents 
has an equal chance to become the President 
with one born on American soil. 

The United States shall guarantee to every 
State a republican form of government, and 
shall protect each of them against invasion, and 
on application of the Legislature or of the Ex- 
ecutive (when the Legislature cannot be con- 
vened) against domestic trouble.

EXPLANATION OF SMALL CRAFT, 
STORM, AND HURRICANE WARNINGS 

The Small Craft Warning — A red pennant indi- 
cates that moderately strong winds that will inter- 
fere with the safe operation of small craft are 
expected. 

The Northeast Storm Warning — A red pennant 
above a square red flag with black center displayed 
by day, or two red lanterns, one above the other, 
displayed by night, indicates the approach of a 
storm of marked violence with winds beginning from 
the northeast. 

The Southeast Storm Warning — A red pennant 
below a square red flag with black center displayed 
by day, or one red lantern displayed by night, in- 
dicates the approach of a storm of marked violence 
witb winds beginning from the southeast. 

The Southwest Storm Warning — A white pen- 
nant below a square red flag with black center dis- 
played by day, or a white lantern below a red lantern 
displayed by night, indicates tlhe approach of a 
storm of marked violence with winds beginning 
from the southwest. 

The Northwest Storm Warning — A white pen- 
nant above a square red flag with black center dis- 
played by day, or a white lantern above a red 
lantern displayed by night, indicates the approach 
of a storm of marked violence with winds beginning 
from the northwest. 

Hurricane, or Whole Gale Warning — Two 
square flags, red with black centers, one above the 
other, displayed by day, or two red lanterns, with 
a white lantern between, displayed by night, indi- 
cates the approach of a tropical hurricane, or one 
of the extremely severe and dangerous storms which 
occasionally occur. 



Sunset Colors: A gray, lowering sunset, or 
one where the sky is green or yellowish-green, 
indicates rain. A red sunrise with clouds lower- 
ing later in the morning, also indicates rain. 

Sky Color: A deep blue color of the sky, 
even when seen through clouds, indicates fair 
weather; a glowing whiteness an approaching 
ttorm. 

Visibility: Unusual clearness of the atmos- 
phere, unusual brightness or twinkling of the 
stars indicate rain. 

Fogs: Fogs indicate settled weather. A 
morning fog usually breaks away before noon. 



Frost: The first frost and the last frost are 
usually preceded by a temperature very much 
above the mean. 

Halo (Sun Dogs): By halo we mean the 
large circles, or part of circles, about the sun 
or moon. A halo occuring after fine weather 
indicates a storm. 

Corona: By this term we mean the small 
colored circles frequently seen around the sun 
or moon. A corona growing smaller indicates 
rain; growing larger, fair weather. 

Rainbows: A morning rainbow is regarded 
as a sign of rain; an evening rainbow of fair 
weather.

HELP IN CASE OF ACCIDENT 
KEEP COOL — SEND FOR A PHYSICIAN 
BURNS — Cover with sterile gauze or clean 
cloth soaked in baking soda solution (two 
tablespoons to a quart of tepid water) and 
bandage loosely. Treat for shock if burn is 
severe and secure immediate medical attention. 
In chemical burns first flush area with copious 
amounts of water and then proceed as above. 

APOPLEXY — SUN STROKE — Loosen 
clothing, apply cold cloths to the head which 
should be elevated but give no stimulants. 

SHOCK — Should be suspected when skin 
is cold and clammy, perspiration is profuse, 
face is prle and nausea and or vomiting are 
present. 3heck for possible bleeding, put per- 
son on back, loosen clothing and cover with 
blankets and keep person quiet until seen by 
physician. Give water to drink only if person 
is conscious. 

FAINTING — Put person on back, loosen 
clothing. If person does not recover conscious- 
ness in a very short time get medical assistance. 

POISONING — Send immediately for a 
physician; then give copious amounts of water 
and induce vomiting. Remember that in most 
cases of poisoning it is good policy to dilute 
the poison and wash it out of the system. Re- 
member too that alkalies are antidotes for 
acids and vice versa. 

ARTIFICIAL RESPIRATION — When 
breathing has ceased because of drowning, 
electrical shock, or inhalation or ingestion of 
poisonous substances, artificial respiration 
should be started immediately, preferably by 
the use of the Back Pressure-Arm Lift method. 
Victim is laid on his stomach with head resting 
on hands and face turned to one side. Kneel on 
one or both knees at head of person with hands 
placed on his back so that base of palms are in 
line with armpits and thumbs are touching. 



Rock forward with arms stiff exerting pressure 
on back in smooth manner. Rock back and at 
the same time grasp arms between elbows and 
shoulders and draw them upward and outward 
until definite resistance is felt at his shoulders. 
Repeat this maneuver 12 times a minute until 
breathing becomes spontaneous. 

While working, if possible have someone check 
mouth and tongue to be sure airway is clear. 
Victim should be kept warm as shock is always 
present in these cases. After he has regained 
consciousness, stimulants in the form of hot 
coffee or tea or a teaspoonful of aromatic spirits 
of ammonia in a half glass of water can be given. 

WOUNDS — Superficial or minor wounds 
should be thoroughly cleansed with soap and 
water and then covered with a sterile dressing. 
Deep or extensive wounds re juire the prompt 
attention of a physician. As ; first aid measure 
they should be covered to a /oid further con- 
tamination. Bleeding is controlled by direct 
pressure or by pressure applied to the pressure 
points. 

FOREIGN BODY IN EYE — Grasp lashes 
of upper lid and pull lid out and over lower one. 
Foreign body EMBEDDED in the eye should 
be removed only by a physician. 

PAINFUL INSECT STINGS— Apply weak 
ammonia solution. If stinger is present in bite, 
it should be removed with a tweezers. 

FROST-BITE — Warm affected part very 
gradually by placing next to warm part of body 
or by applying warm (not hot) compresses to 
area. 

NOSEBLEED — Most nosebleeds can be 
stopped by holding the nose firmly between the 
fingers for several minutes. After that the nose 
should only be blown gently to allow a firm 
clot to form. 

NOTE! Never give an unconscious person 
anything to drink.

and Mrs. Charles P. and Elizabeth 
(Quinn) Martin, 3 East Haverhill 
street, died late Wednesday night 
at Boti Secours hospital. 

Besides his parents he left three 
brothers, Charles M., Robert and 
Daniel F., and a sister, Maura; 
maternal grandparent, Mrs. Eliza- 
beth Quinn, all of this city. 

Private funeral services will be 
held today at 1 p. m. from the 
John Breen Memorial Funeral 
Home, Inc., 6 Tremont street. 
Burial will be in the Immaculate 
Conception cemetery.
